Certain kinds of taxes and consumer debts that arise after the petition may be allowable as postpetition claims in a Chapter 13 case. The filing and allowance of a postpetition claim are controlled by the claim holder. An unfiled postpetition debt escapes the plan, is not discharged and is generally unmanageable, notwithstanding § 1305.1
